Is this the next episode map or something else planned for far into the future? I was just checking my map and there it was.

I think that is where bastion of the penitent shows up on the map. Not 100% sure, as I haven’t done any raiding as of yet.
That position is where the new raid instance “Bastion of the Penitent” is.
Next map, perhaps second half of Ember Bay. Map name not really in the middle of the map, but more like on the northern border of playable Ember Bay
If you have a Commander Tag, you can open that part of the map by entering the Bastion of the Penitent all by yourself. There’s no combat, just an NPC to speak to and a small area to explore.
Same with the other Raid areas.

You don’t need a commander tag. Anyone can form a squad from the party UI popout.
