I don’t mean if it was or wasn’t the real zhaitan, I mean more.. was it ‘him’

He is an undead dragon who rules undead. Is it possible he was a creation in loop?
I mean, his tactics, way of thinking and such very much remind me of insects. Moving along literal lines and directions, no room for interpretation. So I was thinking, did the same zhaitan rise as the one that sunk, or could he have fallen to his own risen-ness

He almost seems like a risen himself bound in his purpose as an elder dragon. He only attacked locations where there were either a lot of people (to strengthen his forces) or where there was food. He didn’t seem to care to attack locations with more political influence, like Mordremoth and Jormag have done. Which leaves me to think, was he either dumb by elder dragon standard, or was he on auto-pilot

Very interesting thought! So you are proposing that his area of influence somehow made him into a mindless undead with singular purpose and limited thought.

Since its clear that the same as gods, elder dragon status and power can be inherited.

I don’t know about dumb, but it seems that he struck Orr as a base of power, and used the resources there to grow in strength. As the Elder dragon of undeath it would make sense for him to seek out such places where death florishes to rise to power. But we do see that he does use other means to increase his power. We have the assassination attempt of Queen Jennah, his attack on claw island, and his attempts at manipulation of the PC and others, and using him champions to hunt down and consume magic artifacts. I don’t see his attack on Claw island motivated out of a mindless sense of “there are lots of people there, plus lots of food.” But rather a calculated strike at a stronghold of those who pose a threat to him.

While it is true that Mordremoth and Jormag use more political means to extend their power, such things would be useless to Zhaitan as he gains power through death. Thus his actions would have to be more martial in nature.
