I’m not sure if he’s getting confused or if he knows stuff we don’t which he has now accidentally leaked but ANet haven’t confirmed that we’ll get episodes every 3 months anywhere. All we know is that the bi-weekly living story isn’t going to return.
How much we’ll get in the third-quarterly update or how often they’ll release story once the first episode is released is (as far as I know) unknown.
The quarterly updates are not the living story updates.
I believe he’s talking about the four quarterly updates of 2016. They are not living world nor is this set up permanent (it’s for 2016 only).
