10 hearts left!
there are three hearts in the heart of the mists. you see them when you first enter the zone. they teach you how to ressurect people, how to down them etc…
are you sure you checked frostgorge sound? the northernmost shiverpeak zone is a lvl 70-80 zone but unlike orr it does contain some hearts. speak to the scouts to reveal them.
No hearts in wvw or in Orr.
Just look at the map overviews, it should show you which zones you are lacking.

There are no hearts in WvW or in Orr. The hearts in the Heart of the Mists (sPvP) are (as well as the POIs) not required for 100% world completion. Those hearts have to be in PvE. I highly advise looking at your world map and hovering over the name of each and every PvE zone. When you hover over the zone name, it’ll tell you what you have left to complete.

There are 11 hearts in frostgorge. Seems like a promising place to start looking.
My guess is you went through the dredge portal in snowden drifts and did the heart on the other side.

I would google a map of tyria and just compare it to yours looking for blurred areas. Maybe you’ve already done this, if so good luck!
There’s really nothing else you can do besides what was already mentioned here. Some zone have weird little offshoot areas that don’t quite fit into the overall square of a map so it might not stand out right away. Prime example is the norn starting area is in it’s own little square seperated off from wayfarer foothills, look for things like this and most definitely use online maps to figure out if there are any differences.
There are a few zones with 11, but I don’t know of any with 10. So it seems most likely that there is a zone that you are overlooking—my wager is on the Shiverpeaks region, but the far reaches of Ascalon, the Mount Maelstrom area, and the Harathi Hinterlands all come to mind as likely candidates.

There are 13, but it’s possible that at some time the OP took the asura gate from Divinity’s Reach to Ebonhawke and did the 3 hearts in and around there without venturing out into the rest of the Fields of Ruin map – which would leave them with 10 to get there.

Chances are the hearts you are looking for, you are simply over looking. Best way to find the hearts you need is to pull up a map online, and compare the maps zone by zone (helpful to have a tablet) but alt-tabbing works too.
In-game map, for whatever reason has to many common colors and the heart outline sometimes blends into the surrounding areas; however a screenshot oddly enough the hearts stick out like a sore thumb.
Mount Maelstrom (60-70) has 11 hearts and is another zone you can miss on the way to Orr if you travel down via Bloodtide Coast and Sparkfly Fen – possibly did one of the hearts near the gate behind Fort Trinity and forgot to go back?
