All of these boxes work the same way, if you loot something the system will first try to put that item in the specialized box, if the bag is full it goes into another empty spot and vice versa, if all other bags are full other items will go into this specialized bag.
“Whose Kitten is this?” – “It’s a Charr baby.”
“Whose Charr is this?”- “Ted’s.”
“Who’s Ted?”- “Ted’s dead, baby. Ted’s dead.”
“Whose Charr is this?”- “Ted’s.”

You can put anything in them. The game just puts the specified types there first. It will fill the remaining slots with anything that happens to come along.
No that is not how they work. Anything can go in any of the bags. How ever when you first loot something it will try to go in the appropriate bag if there is space. So for example you have one of each of these bags (by the way you can have more than one) and you loot a exotic it will not go in the first available slot in your inventory it will go in the first available slot in the exotic box.

I just get the cheapest ones and deal with the greens going in them instead of in my “new items” area. Because bag space is precious, but I don’t need to auto-sort my loot.
