Q:

If you were to block someone, or someone were to block you, what would be the response for attempting to whisper the other? Does it say the player is offline? Or does it actually say you’ve been blocked by X player?

Not sure about whispers but for mail it will tell you that you are blocked.

For Whispers, it tells you that person is offline. Even if you have added them to your contacts list, it will tell you they are online.

As a bonus, you can still see anything they (blocked person) type as an emote. Also if you’re in a guild with them, you’ll see what they say in guild chat.

I don’t know about seeing /e type emotes, but I do know that blocking people will make it so you don’t see emote spam, like if someone is repeatedly sitting, waving, etc. So built-in emotes are blocked.
