A Good Control / Shut-down Character
What comes to mind is hammer/staff guardian. Hammer has protection/knockback/immobilize/ward. Staff has heals/boons/wards.
I guess I wouldn’t classify it as a ‘shut down’ character, it’s more enemy control with group support set up.
Warriors and Guardians have the most stun and knockdown. Mesmers have the most daze. If you are looking for a supportive type character I’d suggest the Guardian above the other two.

Healing Surge
Kick, Stomp, Bull’s Charge
Rampage
20+ in Defense Dogged March + Sundering Mace/Merciless Hammer/Cull the Weak/Last Stand(depending on situation) + Cleansing Ire(if going to 30)
30 in Discipline Warrior’s Sprint + Mobile Strikes + Burst Mastery
maybe 10 in Tactics for Leg Specialist.
Lets you apply a lot control but makes yourself more resistant to them. Tremor has 1,200 range while Earthshaker, Hammer Shock and Bull’s Charge have 600 range so even though it’s all melee you still have a bit of range. If that range is still not enough Warrior’s Sprint helps to chase things down.
That is really just a starting point. In reality you’ll need to tweak things to fit you better. For example you might find that you are getting too much adrenaline so you might replace Burst Mastery with Heightened Focus for more damage or you need more condition removal so you replace Healing Surge with Mending.
warrior is good for single target control
hammer and mace together is permanent stun/knockdown/daze if your target doesnt have stability or a lot of blindness..
its not very useful in PvE though
Guardian is more for real crowd control… Staff and Hammer can stop whole zergs in wvw for short time and staff is a good support weapon in general
a lot of might bonus to your whole group and the signet gives swiftness for everyone
for PvE warrior CC is pretty useless because CC is just useless in PvE anyway… on trashmobs its wasted and on champs it has no effect…
in WvW Warrior CC is useful but for zergfights the only real useful CC is hammer Stun the rest is just single target except for staggering blow which roots you…
for 1 vs 1 duels warrior mace and hammer can be very very useful though
Guardian is better for big fights in wvw i would say not because of stuns but because of the staff and hammer skills that prevent enemies from walking through/out and because of group support and also good aoe dmg with those weapons
but for 1 vs 1 these guardian weapons have pretty much no use…
sum up:
for 1 vs 1 Warrior is the best cc class in my opinion
for big wvw fights guardian is more useful
(and also easier to play because on warrior you will always have to go melee to be useful with hammer… guardian can stay half ranged with staff)
for PvE both are pretty useless if you play them on CC…
(the classes arent useless for PvE ofc but the CC abilities of them are pretty useless for PvE because CC is useless in PvE in general^^)
