I believe it is in the gem store for 2000 gems under upgrades. There might be a cash option as well, but I am not sure.

The gem store option is the cash option. You can either buy the gems with in-game gold, use a credit/debit card or paypal or buy a gem card. Or some combination of those.

I think I meant more along the lines of buying an upgrade from the NCSoft store or something of the like. Gem store is optionally a cash option, but can be done with gold.
