I know I can play through a dungeon with other-Worlders, can this occur in other instances? Specifically, My Story.

Cross server works with particular instances like dungeons and personal stories.
I know personally as Unionmembers from different servers run dungeons all the time.

This however is restricted to regions. E.g EU/EU or NA/NA.

Your experience seems to stop at dungeons, because I couldn’t enter my friend’s personal story. I’ll ask there.
