Add-ons ??
Since no one has answered yet I’ll give a preliminary answer to start and others can follow up with more information.
There are no official addons and no addons are approved or suppported by ANet. Use of addons can cause your account to be terminated without warning. At best they’ll ignore some addons, however if one they are ignoring gets updated and crosses over into unapproved territory then using it can get your account sanctioned. What they usually do allow with no problems are overlays such as Yolomouse, gw2efficiency.com or the Meta Boss timers but even those are ignored rather than officially allowed and are not supported.
ANet may give it to you.
There aren’t any addons in the sense that other games have them, only overlays which can show you info like when world bosses are starting on the screen. But they can’t interact with the actual game, only report info from it.

You really do risk being banned for messing around with addons. There are very few (as mentioned, not true addons) but if they cross the fine line it’s bye bye to your account.

There was, not sure it’s it around anymore, an overlay that ran on Overwolf. Then there are the various shader injectors to provide additional graphic options like ReShade and SweetFX.

allowed is still a big word. in their official wording:
“for now we will not ban the use of information reading overlays because we have not yet set a strict border for what is allowed. We will amend the rights of these addons as they evolve, and want to see where they go. In the future, we may uphold stricter, or more lenient regulation of these addons. We will maintain a set of rules wherein the overlays must function. Those who do not comply with these rules, will still risk a permanent termination of their accounts.”

So it’s allowed to capture combat data directly from the client. A dps meter only capturing and showing combat data without any other features is officially compliant with anet’s rules.

Yeah… it’s allowed to use DPS meters, but be aware: they are literally hacking into the client, reading memory from private data structures reverse engineered by clever outsiders, etc.
This is why your DPS meter can cause crashes in the game, etc, and all. It’s not an “addon” in the sense that WoW has them, with an official, blessed API that you can rely on. FWIW.

I suspect that is similar to the question: “are grey and gray different colors?”, or “if we meet on wednesday, and I tell you I’m moving it a week back, do we meet sooner or later than we planned?”
That is, I see why you would say that, and it’s maybe technically accurate, but practically it’s pretty much people using different terms with the same perception of how they will be read.
“it’s not good, but we are not going to ban it” is certainly within the scope of “condoned” though.

that last bit is indeed exactly what I was aiming at. “data reading only” is condoned for now, but they might increase or loosen up the regulations in the future. They wanted to give the responsibility to us to see where the damage meters evolve to
