Alt VS Crafts
If you like to make alts then buy a new char slot, also you can use it to farm BL keys, and if you need/want to try a new class in pvp you can also use that slot.
(and the other 8 elite specs maxed too)
What about deleting your new engi and use a total make over kit on your old one?
Weaponsmith maxed as in to 500? If so, it will cost more to max out Weaponsmith again than to buy an additional character slot, and a character slot is more useful. If you don’t want to spend the gold, remake your human engi to thief and see if you like thief. Getting levels doesn’t take long (especially if you have scrolls that take you straight to Lvl 20). Of course, if you end up hating thief, you’re left with a decision to make.
Wouw, unfortunately, total make over kits don’t let you change your race or profession, only your looks and gender. :/

Depending on how you maxed your weaponsmith, it is quite likely it’s cheaper to buy another character slot. Besides they can always come in handy as a mule when your storage is full or if you do decide having 2 Engineer’s are helpful!
(PS: If it’s 400 Weaponsmith instead of 500 and you don’t intend to use the original Engineer, I’d likely delete it.)

also, I agree that I want crafting disciplines to be able to be moved from one character to another. or at least have learned recipes be account-bound instead of soulbound.
