Am i doing something wrong?
I’m sure there are areas with level 5 mobs, I just don’t know where they are :P. one thing you can do is fight level 3 or 4 mobs. maybe even 2 at a time. gain experience that way. or team up with another player to go after higher levels. as long as you hit the mob, you’ll both get the same exp as if you did it alone.
that recommended level is squishy. it can be done earlier, but since this is your first time, it would probably be too tough. I’d say a level or so above the recommended level would be best your first time through.

Make sure that you’ve done your personal story up to your level — the experience rewards are significant. Exploring all of the home cities is worth between two and three levels as well.
If you’re still having trouble, you can always visit the starter zones for the other races. You’ll be level 30 from just those things in no time.
As DryHumour said, visit the starter zones of other races. To do that the easy way, get to the Lion’s Arch and use the Asura Gates to gain access to other zones. To get to Lion’s Arch, go to your home capital (Black Citadel in your case) and find the Asura Gate there, which will lead you to Lion’s Arch.
Alternatively, click the PvP icon at the top bar of your screen, and click Heart of the Mist to enter the PvP lobby. There is a portal that leads right to Lion’s Arch.
Although you probably don’t have the materials you need, crafting is a pretty good leveling tool too.

Be aware that the first time you do this, you’ll have to walk through the PvP tutorial area. It isn’t large, and if you go straight north, you’ll come to a staircase that leads to the PvP lobby.

Each of the starter zones, has what I call a nursery zone (lvl 1-6 quests/foes), its a good idea to do 2 of those nursery zones which will easily take you upto lvl 7-8 and you can then continue in relative comfort. I usually do the Wayfarer Hills/Queensdale ones which are the non-snow bit of Wayfarer Hills and the farms bit, straight across the bridge of Queensdale.
Also, stack vitality equipment, then power equipment on your character, this will stop you dieing if you fill all your equipment slots. Indeed doing this will enable you to kill foes upto 5 levels higher than yourself and level faster…
Also use food/spanner buffs, craft or buy dirt cheap off TP/vendors…
You could play completely well-rounded in the game, which is to say, you do the starter area, while gathering everything you come across, then crafting with two professions, because you get a ton of xp for crafting, and a nice trickle of xp from gathering. As you do the starter zone make sure to do all map completion (heart, waypoints, points of interest, vistas) as these will give you steady xp as well. You should be able to move onto the next area if you are doing this as you go. If you haven’t done this already and/or you find that lame and boring (as I did), you can go to wvw as mentioned above, good xp from there as everything is considered as an event. Or do as above and go through other starter zones. Or mix all of the above.

oh, another good advice: buy 2 copper harvesting sickle, 2 copper mining pick, 2 copper logging axe. they can be purchased from most merchants (on the map, merchants look like a small stack of coins).
once you get them, equip them by double-tapping each one. one will equip, leaving you an extra one for when the one you equipped runs out.
these will let you gather crafting materials. every time you gather, you gain exp and the material. low level materials are worth about 5-20 copper each, so with 100 uses on the tool, that’s around 10s from a 24c tool . higher tier tools are used for higher tier gathering nodes.
the nodes appear on the mini map as a little icon of a mine, tree, or plant.
example names of nodes you can gather from with copper tools: blueberry bush, button mushrooms, carrots, herb patch, herb seedlings, lettuce, onions, potato, aspen sapling, ekku sapling, kertch sapling, copper ore, rich copper vein. if you’re in a level 1-15 zone, it’s everything you come across.

My recommendation is to keep in your same area but run around looking for dynamic events your level. They are great experience, have some drops and are pretty fun. Their are usually quite a few for each starter area that cycle pretty frequently.
You can also craft and gather for experience. Definitely recommend checking that out if it is something that may interest you.
