Any balanced worlds?
All the really active servers are constantly full. Good luck transferring onto any of them. PvP will never be balanced. The servers are just too out of whack for PvP to be balanced. One server will always dominate, one server will always lose to the point nobody wants to play WvW, and one will be in the middle. There will never be a 3 way close race in PvP that makes it fun for all(or any) parties involved.
However, I would get off any “medium” population servers to at least a high one before the server transfers end, because those medium pop servers are going to ghost towns in a month.

I know that things are currently in motion, because of people shifting around (I my self have moved around 4-5 times so far) but I’m hoping that some servers have started to shine because of guild alliances that are driving the higher end PvE and PvP, with some ok WvW (I’d imagine being on a poor server for WvW if you enjoy it must be pretty bad)
My warcraft server was terrible, very few decent PvE guilds with non existent good end PvP, the PvP community of the realm was on average 1700 rated MAX now, if you have played WoW you would know that 1700 is generally considered really poor to say the least, and now I’ve moved over to this game from WoW, I want to make sure me and my friends are actually on a decent server

It’s hard to say. For one, “balance” is relative to the person
What you consider “balance” even with the definition you gave, may or may not be even close to us. You know the question: How much balance is balance?
Also, each server is huge. It’s close to impossible to meet/encounter half of the population in your server (not including alts), probably not even a third or a quarter of it.
Probably go to the server that is 24/7 active. By that I meant, when it isn’t your timezone’s peak hours, the server is still kicking and alive because other players in the other side of the world (ie total opposite of your timezone or peak hours) are on the same server as yours.
Those type of servers will more likely produce a better population in all aspects you’re looking at, than servers with only specific timezones where it “wakes up” so-to-speak. But don’t look for high population server, a medium one will do fine, and definitely not a low pop one
Again, balance in terms of population too, spread across most, if not all, timezones.
Oh, let me add. Some players are actually complaining about the fact that when it is their peak hours in WvW, they can’t get out of their base camps because other servers that are mostly peak hours 24/7 are already camping and established siege weapons.
So that’s a good example of a server that isn’t 24/7 alive vs. a server with active players in many timezones. _ I don’t know how much common is that scenario but I do encounter those complaints every now and then (in other GW2 communities).

Yak’s Bend NA commenced as what seemed to be a 24 × 7 server, we were the base camping server referred to as above in the first WvW pairing. We then encountered Henge of Denravi NA in a WvW who proceeded to own us and the other server so badly we didn’t get out of our base for a number of hours last weekend.
It was really just 2 guilds though that worked very good together.
What you really need to find is one of these guilds, that most likely cover all aspects of the game.
Well does any one know of some semi decent EU guild alliances that I can check out?
They will balance out eventually.
Once people stop flopping around and decide what they want to do:
The active WvW servers will get matched to each other. The moderates will get each other, and the non-participants will get matched together.
As well, when are you looking? On my own server, map control swings wildly about based on the time of day. Usually when I get on we are getting mauled, but hours prior to that we have dominance.
