Are character actions tied to Emotes exclusively?
Everyone will see it. This is most prevalent in Lion’s Arc where people like to dance.
Only people in your immediate vicinity will see your emote in their chat window. For example, if you were in Divinity’s Reach and /sit inside the Busted Flagon, only people in the Busted Flagon and a short distance around the inn would see it. Somebody at the Bank/Trading Post, or somebody at the Shrine to Kormir in the north, wouldn’t see your emote in their chat window.
Ah, okay. I was hoping there was a way to do actions silently. Too bad there aren’t keyboard shortcuts for the animations.

If you’re really concerned about it, you can go to the home district in your city (or any city, really). That’s an instanced area, and most of the time there’s nothing hostile in there so you can mess around with emotes and what not to your heart’s content.
Of course if your personal story is currently taking part in the home instance, there may be lots of hostile things. But you can always go to a different race’s capital and enter the home instance there.
Yes it will be spammed locally, so not the whole map. People in your party will see it always if they are on the same map. But don’t worry bout it and just go ahead. People can decide to put the emotes off in chat, so they don’t see that you are kneeling (atleast not in chat).
