Are decisions are important?
The achievements are all generic to a race, so that you get them by completing your level 20-30 story section no matter what choices you make. Obviously your starting equipment that’s class based is unique but that’s about all, IINM.

The idea of making decisions in Personal Story is to see different aspects of the storyline and journey.
If they made it have “The right decisions to make” then other choices would be irrelevant and thus, making it about the prize and not the journey which becomes a bigger issue.
Point is, Play the personal story for fun and the journey, that’s what they are made for.
Make choices based on your morals.
The only decision in your personal story (that will affect what you can access) is which order to join. This will affect what armor skins are available, but you can counter that with alts in the other orders and transmutation stones.
The personal story decisions prior to that just determine what story quests you go through on your way to the main story.
Legacy of Elijah (LoE) – Sanctum of Rall
The only important things about the decision is that you get to see the different storylines and some choices result in significantly more difficult steps.
Decisions give different experiences as you progress. However, there is no “wrong” or “right” decision that will lead to ultimately divergent destination. All they do is change the scenery along the journey.
Picking vigil/priory/order locks you into certain cosmetic armors. So if you choose vigil, you cannot get priory or order armor.
As you can see here the different steps all award the same achievement, so in regards to getting achievement points all you want to do is one of each race and each of the order choices once.

Notice that for the last steps there is only one achievement, so finish the story once on one character, two more times until you are a full member with the other orders, with the rest you can stop earlier (if the achievement points are all you are interested in).
