Healing skills like every other skill can have activations times. Once it is completed there is nothing that can interrupt the heal unless party of the heal is coming from regeneration.
Right, got that part – but once the heal “fires”, that is, once the activation time is complete, does the heal amount (as listed in in the “Heal:” skill fact) get applied instantly?

It might take a moment, but if you successfully finish casting, you will get the health, and any interrupts won’t remove that heal.
I believe the answer is yes. You should view it as a healing effect with only one pulse.
Unless you have the condition poison on you, poison reduce the amount you can be healed by 33%, otherwise after the healing cast time finishes you’ll be healed by the description amount no matter or what.
If the heal apply some type of heal over time, the healing in the description is the total amount for the full duration of the HoT.
