Are keyboard macros legal in GW2? (Razor)
Not legal.
General rule is that one click equals one action.
They are being lenient regarding macros that give no advantages for example music instruments.
All other macros are strictly forbidden regardless of how you create them.

One interesting question would be: I also have a gaming keyboard that comes with programmable keys and a background software. I use it to enable volume down/up keys on the keyboard. The same software also allows creating macros.
If they just check for the existence of certain background tasks that would be a bit extreme as some keyboards need that running in order to fully function.

Read that Anet post in that link, part of it says:
“The best way for a player to kitten whether a specific third-party program could have any impact on another player or a PvP opponent is to ask:
“Does this program allow someone to play faster, better, longer, or more accurately than someone who doesn’t use it?”
“Does this program allow someone to ‘play’ when he/she is not at the computer?”

I’m wondering if that is correct and what GW2 is picking up.
In the Razor GUI you can build e.g. Mouse 5 to “press” 1,2,3 with e.g. 1 second intervals.
I would suspect that GW2 only picks up the information that 1-2-3 are pressed in this case, and it won’t notice any difference whether it comes from a macro or you actually physically press 1-2-3.
So it’s not one macro that enable all facets, it’s 1 macro which click 1-2-3 and therein lies the difference.

You can try your luck, I agree that it is almost impossible for Anet find out that you are using a macro from your gaming Keyboard or Mouse since from the server side both are identical, BUT if for some reason Anet discovers that, you’ll be banned and you won’t be able to complain at all.
So it is a matter of risk/reward balance.

I’m pretty sure it would still be illegal.
What can be done is 1 button do different commands every time it is pressed, in that case it would be a macro, but only executing 1 command per click/press.

People have definitely been banned from GW2 for it, because then they come to this forum or another one (or get a “friend” to do it for them) to complain about how it’s completely unfair and they had no idea because they didn’t read the ToS when they accepted it.
It’s actually a fairly easy thing to pick up if you have access to all the data. A person trying to push the same keys at the same interval will be imperfect. Sometimes the interval will be 1.3 second, sometimes 0.8, sometime they might miss one completely, or stop part-way through.
Whereas a computer program will always, always push the same keys in the same order with exactly the same interval.
So if you can see the order of key presses and the intervals it’s pretty easy to tell the two apart. You can even get another computer program to do it for you.
Software is fine, a lot of people use programmable mice and keyboards, but the rule (from dev posts in previous, identical threads) is 1 button press = 1 action in game. Any more than that and it’s a bannable offense.

You might make an effort to understand the profession before telling other people how to play it. First off, activating the facets doesn’t trigger any cooldowns. Second, one of the popular skill rotations with Shiro/Glint is to activate all Glint facets to purposely run out of energy (thus deactivating all facets including Facet of Nature) before invoking Shiro).
