Are there any useless/unused traits?
There are certainly some very unpopular traits out there. Sometimes though you might find yourself in a peculiar situation where they might be helpful. For example, I recently used the Elementalist Arcane Abatement trait to reach somewhere that otherwise would have taken me much longer without falling. As it was one of the switchable traits it didn’t require me to reset them. I wouldn’t have used it otherwise. It was a temporary one-time moment.

My question was if anyone use them in a build? As in mostly permanatly
The fall damage reduction traits are very useful in WvW when are chasing/fleeing from a fight and even jumping from the wall into an attacking zerg can be part of some builds.
The downed damage one I’ve seem in a few PvP builds but it isn’t really that effective, I wouldn’t recommend it at all.
(and the other 8 elite specs maxed too)
Those are all very situational for PvE. They would be more useful for WvW and sPvP. There is a much higher chance of being downed in those parts of the game unless you are always in lopsided matches.
I have the revive trait on my warrior but that is a minor trait so it’s not like I have a choice. Would I take it if it wasn’t? Probably not. A trait that would help me avoid being downed or save an ally from being downed would be infinitely more useful than a trait that only works when I am downed.
I know someone who uses the downed trait on his thief. Back in the beta he also had it on his elementalist. That resulted in some silly fights.
There are several useless traits. Agility Training on the Ranger strikes me as the most useless trait of them all. Pets always seem to run at the speed of their master so this seems to have little effect.

People do use the falling dmg traits fairly often in WvW. They’re great for trolling enemies off cliffs. Nothing funnier than jumping off a cliff and when you’re enemy sees you at 50% they jump thinking theyll survive when in reality they insta die. The thief one probably sees the most use. Warrior one is also awesome for defending keeps and towers. (If you have a train of warriors with this trait the structure literally cannot be taken.
As for ‘anyone’ – of course. Someone, somewhere is bound to have chosen the most useless traits.
