Armour Skins
You can use the skin of any armor you collect in the game so long as it is the right weight for your profession. You could kit out a newly arrived level 2 (level 1 if you have a bank golem) with level 80 exotic skins.
So peruse the TP and pick out what you want, buy it, and salvage it or use the Add to Wardrobe option. Then use a transmute charge to make your armor look how you want. You can’t change your statted gear without transmutation charges with very limited exceptions, to wit, the Heritage Armor gained by gathering a few HoM points via playing GW1.
Alternatively you could select a gem store outfit that you like (perhaps the Ceremonial Armor in order to have full plate) and apply that over whatever hodgepodge you are getting at level. But you said you didn’t want gem bought stuff. However, that would be a one-time expense to get something that all your alts of any weight could use forever.
Weapon skins are sold by players on the TP for a lot of gold, as they come from spending RNG-gained tickets at the Black Lion vendors. There is no armor equivalent.
Truthfully, if you want to maintain a look while leveling you’ll either need to farm the transmutation charges (doing the PvP dailies will get you one every other day and mapping cities will get you a guaranteed one, you can make and delete alts just for that) or you can buy the charges from the gem store or you can buy an outfit. That’s pretty much it as to your options.
ANet may give it to you.
Every time you bind a weapon or piece of armour to your account, or salvage it or put it in the mystic forge you unlock it’s skin (you can also right-click any item and pick ‘unlock skin’).
Once you’ve done that you can apply it to any matching item (e.g. heavy armour skins can only go on heavy armour) for a cost of 1 transmutation charge.
There are some skins which you can apply for free, but they’re not easy to get. There’s the Hall of Monuments skins which you get by playing Guild Wars 1, and the Radiant and Hellfire armour and zenith weapons which come from achievement chests, but it takes a lot of achievements to get a full set.
The alternative is to buy an outfit from the gem store and use that while you’re levelling up. But if you want to buy gems with gold it’ll cost over 100g to get an outfit, which isn’t easy to get while you’re levelling up.

Now, before anyone says anything, yes, I know I shouldn’t care at low level. But I like to look good, so sue me.
Now, question is, are there any buyable armor skins? Aside from gem store and transmutation charges. Something more like the backpack skins, that I can just buy with my coins.
You can buy skins in WvW with badges of honor, but not as far as I know, there are no skins you can just buy with coin, aside the ones on the TP for hundred’s and thousands of gold.

Have you had a look at the vigil/whispers/priory armour/wep skins? Been playing since release and I only just found out about the orders weapon skins lol whispers rifle = best rifle skin

I have the list. It’s fairly short and uninteresting, as far as gold is concerned.
You want Heavy armor, so here is what you have available:
Gold: Cultural armors (expensive at Tier 3), Chainmail (absolute most basic), Vigil/Priory/Whispers armors (require membership & level 80), Guild armor (chestpiece and backpacks only), Militia Gauntlets, Pit Fighter Helm, Heavy Plate (Gold+Badges of Honor), Carapace (gold + bandit crests + achievements)
Karma: Chainmail, Militia, Pit Fighter, Studded Plate, Dark Templar, Armageddon (very expensive), Heavy Plate, Worn Chain (all but helm), Worn Scale Helm, Metal Aquabreather, Black Earth Aquabreather
of course, there’s also dungeon gear and crafted gear, and a couple of other guild backpack styles available for commendations alone
