Arrow stuck pointing at utility skill
I had that issue on a new character. I ended up restarting my computer before it went away.
I have had it too, couldnt go to meny with esc button. But it always disappears whenever I change char. Not getting it much in general either
It is part of the New Player Experience Ruiner. It will happen any time you get low hp in a starting level zone. Only way to remove it is relog or get out of the 1-15 zones.
You obviously don’t need to be able to exit game if you are a new player. Nothing is more important than proper training. So if you get low, just stay in game and fight on. /sarcasm
It is really annoying, but only ruins a new characters experience. Once you escape the starter zones, your free to grind out traits for eternity and experience the new confusing personal story. Hope that helps. Also, I’m really looking forward to the personal story restoration that is coming soon.
It’s a bug. It’s supposed to show up when you are low in health, so new players will see that and know to heal up. Report ingame as a bug.
ANet may give it to you.
It would be more than good if it had a mouse-over explanatory tip… along with instructions on how to turn it off, if only for a period of time.
In starter zones, when your HP reaches a certain percentage, this arrow drops down as a hint to new players that they have a heal skill and should use it. This is especially pertinent because new characters no longer start with down state—run out of HP at an early enough level, and you immediately die.
Needless to say, it’s not working as intended. It shouldn’t show up for high level characters at all. If you end combat without using that heal skill, either by running away or by killing the mobs attacking you, the arrow persists and won’t go away until you view a loading screen. It also prevents ESC from opening the game menu, though you can still do so by clicking on the gear in the upper corner.
TL;DR it’s a “feature” of the NPE that isn’t working quite right.
I had this happen to my Thief last night.
I was running low on health and the game ‘reminded me’ to perhaps use my heath skill, which I did. Good idea, thanks GW2.
I’ve seen this reminder before. The game must know I’m a thickie.
However, this time, the arrow remained, but it turned out to be a bit more than a mere cosmetic glitch.
I found that I could not bring up the small red log-out/Settings/etc menu window using the Esc key. All that happened is the white arrow jumped up and once again pointed to my health skill. Repeated punches of Esc resulted in more arrow jumping until I gave up and went to Desktop to close it dirtily.
When I went back in, all was fine.

I’ve read another saying that when this happens you can still mouse-click the cog on your icons bar at the top of your screen to get your Escape menu, without needing recourse to Alt-F4 or Task Manager.

No. Must admit I didn’t know about this recourse.
Next time it happens (if it does), I’ll give it a shot.
It happened again yesterday (twice actually), and your F12 hotkey tip worked to bring up the logout/options screen. So thank you for that tip.
However, another nasty side-effect of this bug seems to be a random inability to mouse-click on a foe to target them, and – obviously – not being able to use Esc to cancel untriggered Wells or AOE spells if they are no longer required.

It happened to me yesterday too, the arrow kept jumping across the screen downward even my health was full :/ i played on ma main in which i have little over 1200 hours.
