Ascended gear outside of fractals?
If you’re talking about the Agony resistance, there is no Agony in other dungeons (yet?), so it won’t affect it at all besides the other increased stats over exotics.
Ascended items have a bit more in raw +Stats and you can currently get +5 Stat from the Infusion upgrade slot on an Ascended item. No matter where you go in PvE or WvW, those +Stat advantages will remain.
As Veltoss already said, the Agony Resistance is only found in Fractals (for now). This means that while using Exotic gear means that you’ll be a bit weaker than an Ascended player who’s gear style fits within the limited options for the current Ascended +Stat combinations, it’s not a full requirement to have Ascended gear at this present time. However the more cynical of us doubt that Agony Resistance and the new for Ascended gear will contained in on the Fractal content over the long term.

As Wiser with Age said no matter where you go, either in PvE or WvW those increased stats (both the ring’s/back’s and the infusion’s stats) will remain. There’s no reduction in stats, as nobody ever said that the ascended items will work only in fractals. They’re normal items which are a higher Tier than Exotics so they are better than Exotics. The only think that doesn’t work outside the fractals in the Agony resistance as you can only encounter it in fractals.
Well that sucks now I have to grind for better stats. So what exactly is the point of doing other dungeons now since fractals gives better gear?

There’s no reason to run other dungeons beyond wanting appearance gear. That’s another point that people made when the Fractal dungeon came out.
There are exactly three ascended gear pieces right now. You get two rings, and a back slot item, then you’re done.
The total stat increase is exceptionally small, never being more than 9 to any single stat. All together, with two rings(5 each) and a back piece(+9), you could get +19, which is a 0.82% increase to my top stat. About four-fifths of a percent of an increase to a stat is never going to make a difference.

They aren’t that small +2% crit dmg is huge for 1 ring
+2% crit damage is +.02 damage modifier on a crit. Formula:
Expected damage = Base damage * (1 + (0.50 + (Critical Damage / 100)) * Critical Chance)
Let’s use a nice round 1000 as your base damage, 50 critical damage and 70% critical hit chance.
Expected damage = 1000 * (2.02 * 70) = 141400
Compared to, without the 2% critical damage:
Expected damage = 1000 * (2 * 70) = 140000
You’re getting a 0.99% damage increase. Almost 1%… almost…

Ya but the figure you chose for base damage is very low and every bit counts especially in a game like gw where they wanted to differentiate themselves from traditional mmos but failed to do so by introducing a gear treadmill. Oh and you also forgot we were talking about 1 item there are other items such as 2 rings/back/etc
