Quantify suggests having a full set of attribute infusions for the “Meta” build. This means every single infusion slot, maxed out with a +5 power +9 agony resist infusion. My question is, is that really worth it? Is that microscopic gain in power actually worth it compared to the amount of time and effort and money you have to put into getting the +9 Mighty infusions over the regular +9s?

Those builds are intended to be optimized to the absolute maximum in every way, for the quantify players who use them, in order to support things like their low-player and world record setting kill times in raids.
Unless you are a member of their group (or competing directly for the same records), or pushing for rank one in pvp, or working on being the preeminent something in WvW, then there are two very useful things to know:
The first is that up until you are at that very pinnacle of performance, on a profession and build you know to perfection, you almost certainly see more DPS variation from personal skill than you do from mechanical differences between the “meta” build and the next dozen builds that are almost-but-not-exactly meta.
The second is that mechanical differences at that fine degree are likely completely irrelevant to you, as they only matter when you literally care about shaving a second or two off a five minute fight. They are not necessary, or even close to it, to successfully complete content.
If you have to ask, then, no, it’s not worth it.
And likewise, if you have infusions & mats enough to afford them, then absolutely, adding 70 might helps — it’s as much extra might as you’d get with an extra set of Zojja’s leggings.

That’s a really good point than isn’t mentioned often. It’s true of instruments, sporting gear, cars, food, and just about anything that involves humans. It’s worth a year’s salary to a philharmonic violinist to get a Stradivarius, while it’s barely worth a week’s salary to me to buy a Yamaha — they can hear the difference and I can’t.
