Awkwardness with guild banks and upgrades!!!
You must be on the server that the Guild has established their Guild on. Otherwise, you must build your own Guild Vault and Upgrades for that guild on your server.
Guild membership is not limited to a single world — a guild can have members from any server, whether in the US or EU. However, the guild’s influence pool and upgrades (including the Guild Vault) are specific to each world, just like a social club would need to acquire separate furniture for each of its branch offices.

That’s what I’m saying though. I have access to stuff from other servers from my other guilds and for this one I do not. And the other guilds don’t have that much upgraded on my specific server, yet I can still see it. Perhaps it’s just remnants of the weirdness that was happening with the entire roster being unknown, etc. Who knows, I just find it weird.
Perhaps, no one has upgraded, or even established the Guild Vault or anything else for that Guild on the server you call home. If you are the only member of that Guild residing on your server, you would have to do that yourself.
Guild updates are unique to each server.
It sounds like what’s happening is that regardless of what server(s) they’re officially based on all of your guilds have purchased a guild bank and other upgrades on your server except that one.
Since influence is also server-specific your guild leader might agree to letting you buy upgrades with it, so you could make the guild bank and whatever else you want.
