Best Armor Vendors
Ideally you’ll want a full set of level 30 rare (yellow text) gear.
I don’t think where you get it should make any difference. All gear of the same level and rarity has equivalent stats. But some stat combinations might only be available from a certain source (for example some might only be craftable, or some might only come from particular karma vendors.)
Having said that it’s likely to cost a lot and I’m not sure it’s worth it when you’ll out-level it fairly soon.
As long as your gear is all within 5 levels of your current level and at least blue or green rarity you should be fine.

My advice to you is not to spend a copper on kit until you are at least lvl 62. Use what drops and from personal story rewards.
The suggestion from the previous poster is a terrible one. Lvl 30-something rares are an utter waste of what limited gold you have, and you will very quickly out-grow them.

Re dungeons
The first dungeon that will become available to you is Ascalon Catacombs (AC) at lvl 35. This is far from a ‘beginners’ dungeon and can be quite difficult even for lvl 80 players.
I would recommend you get leveled up to at least lvl 62, where you get access to kit with 3 stats before jumping into dungeons. Also, by that time you will have opened up more traits and have a better feel how your class plays

If you want to experience dungeons, I would suggest going to the Trading Post, giving yourself a budge (of say, 1g) and then buying gear. Focus on getting as high of a tier item on your Chest, then Pants, then Helm, then everything else. This is because they give the most stats. Make sure you don’t spend more than 1g.

Can I just clarify, I didn’t say you should have a full set of level 30 rares at level 30. I said that would be ideal gear – meaning if there were no other considerations, if you had infinite gold (or karma) to spend that would be the best you could get.
I also said specifically that it would cost a lot and probably wouldn’t be worth the money because you’ll out-level it.
What I actually recommend was any combination of blue, green and possibly yellow gear of level 25 and up and just aiming to keep it within about 5 levels of your actual level as you go.
Personally I don’t buy any armor at all for any of my characters until they’re level 80. I just use drops and pick whichever has the highest level/defense. I haven’t found it a problem at all, you usually get enough drops for each slot to keep up and I was able to do everything in-game this way.

I doubt a fresh lvl 30 has 1g to spare on gear. My advice, make sure you’ve got lvl 30 greens. You can get those by either using your karma on the heart vendors as you unlock them, or hit the TP up. You may be able to find some cheap yellow gear but don’t sweat it; you don’t really need it. You’re far too low lvl to warrant blowing gold on gear that will get replaced very quickly. You’ll probably gain close to a full level per dungeon path. Try to keep your gear within 5 levels of your character. Can go to 10 levels if you’re just doing open world. Dungeons are a bit more demanding.

I think you underestimate how much money you get from leveling.

Only upgrade your gear with coin every 10 levels or you’ll run yourself dry faster than a waterfall with no inflow of water.
Good to know. I haven’t improved my armor since level 25, so I’m getting up there. I’ve got some pieces from my storyline that are too high of levels for me to wear yet. Do you get full Vigil armor later on if you choose them out of the three?
If you choose the Vigil, you will have access to their armor vendor once you become an official member, though the armor is all level 80 and a bit pricey.
