Is this the best gear possible?

Before Legendary of course

Legendary gear have the same level of stats as Exotic. As for “best”, that clearly depends on the stats you’re after.

Most lvl 80 armors are based on cosmetics and looks over stats. Like the legendary sword only has like 15 more damage than my mystic sword crafted at the mystic forge

Besides different armors having different stats they’re all about the same

I’d argue that Draconic crafted by yourself is definitely the best, as you control the stats you want.
The heavy set also happens to be one of the better looking ones, with minimal spikes or glowy bits.
Mind you, a common complaint of my friend and I is that ANet frequently ignore neck protection on heavy armours, which is incredibly simple-minded. There’s always massively gaping gaps between where the chestpiece ends and the rear of the helmet begins, leaving vulnerable one of the most vital locations. Even on heavy Draconic, all that’s covering the neck is a flimsy piece of cloth.
