And no, having 2 On Crit sigils is counter productive because when one processes, the internal CD will prevent the other from triggering.
Best to go with a Always On sigil, like 5% Accuracy in the OH weapon
EDIT: Battle is good, but has a long CD that will stop any On Crit sigil on the OH weapons from triggering. Battle is best used when doing a lot of 2H weapon swaps to build up stacks of might.

Stacking sigils provide better bonuses than always on, if you can manage to keep the stacks up and not get downed.

So does the Sigil of Battle stack? For instance, if I put it on GS and LB as a warrior, can I just keep switching every 5 seconds and stack to 25 might?

So even if I can switch weapons every 5 seconds, it still wont stack unless I change every 9 seconds?

Every build has it’s place as long as it suits you.
As for Sigils I would recommend to have multiple weapon sets. Use the Superior Sigil of Bloodlust until you have 25 Stacks then change to another one. That way you can have +250 Power and still benefit from other sigils afterward as the stacks remain even if you do not use the weapon anymore.
As for other Sigils I would also recommend using a permanent one (e.g. +5% Dmg Force or +5% Crit chance Accuracy) and an on crit one. On crit you can either use Sigil of Blood (very nice), Sigil of Fire or Sigil of Air (rather take Fire as it hits multiple enemies).
If you use a Shortbow I would definitely recommend Sigil of Fire.
