You won’t find a server with lower ping.
ping is decided by the path your provider takes over the internet to connect your pc to the gw2 server. This can be over a nice thick wire with state of the art technology, but they can also decide to put you through a steam-powered modem in the midst of syberia.
The path is decided by your provider (through automatic systems btw and depending on how many other people are doing the same thing), but the source is important as well. All Northern America servers (default for Australia) are in the USA. All European servers are in Europe (Germany to be precise). This means that if you are currently on a NA server you could try to use a paid server transfer to an EU server and you might have better ping, but thats a gamble, there won’t be a difference with any other NA-server.
This will likely not be solved if arenanet hosts a server in your country either. If your provider decides to relay your signal through a kangaroo-manure powered modem in the australian outback, it won’t do you any good either.
So what to do??
The problem is your service provider. You can ask around but there are australians playing the game perfectly. As a customer you will likely wont get anything done by your provider. Most customer support departments are trained to sent you away with a fairy tale. If you get lucky and get through to technical support you are the only one and they need more examples.
The first thing to do is to go to the sticky in the tech-support section and explain there. If this doesn’t help you, then all you can do is ask yround and change to a provider that can deliver you a connection to Arenanet thats good. Distance on the internet isnt an issue. Capacity of the chosen line is.

Sea of Sorrows, its mostly oceanic people on there
The company is never going to open an Oceanic Server. Part of that is because it’s very expensive to do so, part of it is they really have no dedicates servers for anywhere, not even PvP or RP servers. They just have servers.
I’m down in Tassie and my ping hasn’t substantially changed…at least not this patch. I did have an issue a couple of patches ago however.
I don’t think switching the Sea of Sorrows will help you. The fact is more people on at when you’re playing would increase the problem, not decrease it.
