Wayfarer Hills and Queensdale (Norn & Human) always have lots of people there if you want to join a party, and each has a lot of events that will help you level up faster, if that is one of your goals. The other starting areas are also good, however, just often less populated. I personally like the Charr starting area, but that’s just a preference, and probably because my first character started there.

I feel Queensdale is a good start area. I start all my alts there as the area seems easier to navigate and find your way around. There are a lot of events that show up and usually a good group working on them. Once I complete that map I start working the others and level up pretty fast.

In my opinion all of the character starting areas are good however you need to be careful in Province Metrica and Ascalon as you may find level jumps and/or strong enemies. You should avoid the undead as well.
