Best way to make money now?
Not the best, but if you do world bosses you get a guaranteed rare from the daily boss chest (each boss gives 1 chest per account every day) plus a good chance for another 1 or 2 rares from the regular chest. And most bosses can be done in a few minutes if you make it in time.
Other than that, running dungeons is fast money (Citadel of Flames path 1 especially).

CoF P1. Each run takes very little time, and nets you a decent chunk of cash.
Then exchange the tokens for 30-token rare armour pieces (eg, hat), and salvage those for ecto – that should really help you to get closer to your goal.

Nope
You can farm Tier 6 mats from various “heavy Bags” in different maps. In Orr you get heavy moldy bags, from 78 and up dredges heavy miners bags. Keep in mind to get the “chance” for a tier 6 mat from these bags they should come from level 78 and up mobs. However you will have to deal with the anti-farming code and diminishing returns.
Tier 5 items are easier to gather so what I end up doing for ectos is gather enough tier 5 mats, make a tier 5 item (yellow-rare) and then decon it for the chance at ectos. Using a Black Lion salvage kit on a good day I can make up to 15 ectos for an hour or two of farming. On bad days maybe 6 or 7.
The other option is world events which usually will get you one rare per day per event which can be deconned for ectos. (dragons for example) I say usually as there is currently quite a discussion elsewhere over the whole loot mechanic.
I could use a few ascended items and I have a few laurels but apparently I need ectos too.
It is also possible to get ascended accessories (earrings) with guild commendations earned for completing guild mission content. If you belong to a guild or can gain temporary access to one which is running mission content then you wouldn’t need to farm for ectos. It might take you a few weeks to get enough commendations for two accessories though.

If you have an extra stack of black lion chests, you can get about 30-50 ectos by doing this (I just figured this out yesterday, and even when you take out the TP its is just about free ectos):
1. Open up the Trading post. Have you game in windowed mode.
2. Open up gw2spidy.com (for looking up prices)
3. Select all armor, exotic, only show available.
4. Sort price from lowest to highest, work you way up the prices, checking the rune prices on gw2spidy.com (the lowest prices generally share the same type of runes). Tip: You can search “rune * hunt” and it will show you all the “runes of the pack”. The * means “fill in anything.” Also, you want to go for the lowest base-cost possible b/c the trading-post fee is a base 15% of the total item cost, so a 20s profit on 1 g makes money while a 20s profit on 2g is a loser.
5. You will find some armor where the armor is costs 15% less than the run price (Berserker X of the Pack is usually around 90s while the superior rune of the pack is around 1g 5s).
6. Buy the armor, strip the rune with your black lion chest (I got around 1.75 ectos per item this way), and sell the rune (there will be a 15% fee).
7. Deposit your ectos.
This also works with sigils. You should be getting things that cost around the 1 g mark, as this is where your best return will be. I found that “of Dwayna”, “of the Pack”, and “of Strength” had a pretty good return. I didn’t have as much luck with sigils, but there are some chances there.
