Binding two keys to one
Pretty sure it’s ok as long as each action requires an individual press key.

My question is if I could use a keyboard macro to bind them to the same key :p
Press one key to do two thing not allowed. If you make key that jump and dodge from one key press against rules. No different than make key that jump and for example use skill 2 at same time. Or key that say dodge and use skill 1 at same time.
Nvm searched it up .-.

What about a key that pressed cntr+t at the same time to target something?

One key must do one action. Anything that gives you an advantage over other players is not allowed. If you are caught doing it, it will get you band.

Even though it’s not officially allowed, Im pretty sure you won’t get banned for a thing like that.
No its not allowed. This is specifically what the restriction is aimed at. It definitly falls under a bannable offence as it gives you an unfair advantage in pvp and pve and while you are unlikely to get caught, if you are, and then are subsequently banned you will be unable to appeal.
The default key setup allow you to dodge jump with near 100% success, just use your thumb to press space+V.
But as others already said, such macro isn’t allowed.
(and the other 8 elite specs maxed too)

that is still one key and one action assuming you actually meant “call target”.
