I was gearing up in PvP and I ran into something that I want quite sure about. If I use a sigil of bloodlust and a sigil of force when I have 2 weapons in one set (2 one handed weapons. That seemed confusing), will the effects stack?

Yes, they will. The Sigil of Force bonus applies to both of your currently wielded weapons, I believe.
