Yeah, the wiki just says that Huntsman can USE bolts of damask in one recipe.
It’s been awhile since I leveled any crafting but I’m pretty sure you can’t use/craft ascended materials until 500.

All the timegated stuff are craftable at 450.
But a Huntsman can craft Damask at L500?

No. They can only USE damask for one recipe. They can’t create it.

I guess then it’s misleading to me, which isn’t really the wiki’s fault — it’s ANet’s for putting the one cloth item into a huntsman recipe.

Actually it is a good thing. Most games with a strong crafting health have recipes which use items that are created by other disciplines. It is what gives items values and sets up trades between people’s.
To give crafted items value with our system they made them time gated.

It’s not a good thing in this game, because every character can max every discipline, so there’s no particular reason to force people to swap crafts just to craft the one thing.
The very thing you think is ‘bad’ (crafted items having little value) is also a good thing: it means everyone has access to lots of basic items for little coin.
In particular, in this particular case, the single item (filtered honey) that huntsman can make with this piece of cloth is account bound — so there’s no trading value; it’s just a distraction to people who don’t automatically know that huntsmen cannot refine it.
