Boon duration VS Healing power?
For a boon like Regen it’ll only benefit you on whole seconds. Not partial seconds. So 1.3 seconds is no better than 1 second.
However it is worth noting that fracions add up. So if you stood in a Guardian symbol which gives 1.3 seconds of regen for 4 seconds…. you’ll have 5.2 seconds of regen. You got 1 extra second.
Many other boons are not entirely dependent on whole seconds. Such as “might”, so partial seconds is still worth it.

Is might calculated by fractions, and in that case is it in decimals?
or is it seconds there as well?
and boon durations only affect boons that you cast, not boons granted to you by others.
I know that things like fear calculates in quarters “1/4” but dmg ticks for the necro only triggers every full second.
So a fear with a 1.75 sec duration would work for 1.75sec but only trigger 1 dmg tick.
So my reasoning was that boons works the same way, might/protection etc etc.
But that means that regeneration and boon duration is really really funky and you could lose allot of potential healing by wasting it on duration instead of healing power.

Correct. Boon Duration is based on the applier.
As for might, if your X stack of might lasts 5.8 seconds and you make an attack 5.5 seconds into your duration…. then you fully benefit. Boons do indeed reference the fraction of the second for expiration timer. As a note; Might is not a damage “tick”, it is a personal enhancement to your stats.

So in short.
Boon Duration is calculated by 1/4th of a second and is not rounded up or down.
Whilst “tick” effects are only activated on full seconds.
So a 12sec might on a 30% boon duration will net you 15.5 not 15.6 sec.
So for players focusing on boon duration its worth while to check up on your available regeneration duration before choosing how much boon duration you want to stack up on.
Have at least 3sec regeneration if you are full 30% and no extra gear, but if you have 6 sec. regeneration make sure you get another 4% boon duration or you lose a whole sec worth of regeneration.

boon duration is calculated not as a fraction, but as a decimal value. So 15.6 seconds is valid. The tooltips only show fractions for readability. Don’t trust tooltips. The tooltips I think round-down to the nearest fraction. And often they can be wrong. But the real value will be a decimal.
Players focusing on boon duration should focus on boon duration. I wouldn’t worry about maximizing whole seconds for regen alone. You will likely activate a variety of other boons. You have not stated a build or class, so I cannot really comment much about this.
Further, what area of the game are you playing? Solo? If you play with any other player they too may not offer up enough boon duration for themselves but together you may just get that extra 1 second.
There is also plenty of ways on upping your Boon Duration too. Trait Points in an appropriate trait line, Certain traits, runes on armor, food, accessory upgrades, certain skills on certain classes.
As a note all boon durations are capped at 100%. So do not aim for a value above this.

Whatever you do dont invest in boon duration armor/ weapons. The stat bonus you give up is horrendous. If you want to stack boons here is the equation:
30% trait + 45% rune+ 20% food = 95% duration.
You could use a doubloon in one of your accessories if you are that picky, but 1/4 sec isnt that big of adeal.
