Yes you are only allowed to create characters on one server. Server’s only really matter for WvW as the Megaserver system combines all servers in a region (so EU or NA) in PvE. For WvW info check out either the leader boards here or at http://mos.millenium.org/eu/matchups/ . Personally I’d recommend Aurora Glade but I’m a little biased :-P
Ele – high skill floor but possibly the best ranged caster in terms of damage and group support. Accepted in pretty much all 3 modes (sPvP, PvE and WvW)
Necro – personally more fun than Ele but not as loved by some people in PvE. Good in WvW and not too bad in PvP. Possibly the most newbie friendly of the 3.
Mesmer – interesting and fun although a bit weak at times. Not bad in all 3 modes but slightly less loved in large group WvW (it’s better at small group/solo roaming).

Wow i didn’t know that, so every server in the EU region is combined for pve content? That’s pretty insane.

Yes. sPvP is also combined using the system. When being placed into a map shard it does try to prioritise which you get into based on your server, guild and friends list (and most of the time isn’t too bad doing that).

Elementalists is probably the most versatile of the three caster classes. Long-range, mid-range and “melee” weapons are available, they are good for PvE, PvP and WvW (depending on weapon set and build), and it’s entirely possible to kill most things in PvE before they can even touch you. Staff ele has damage and healing skills and is very noob-friendly, in my opinion, and everything else can be slowly learned as you go along.
Necromancer has both the highest health pool in the game (along with warrior) and a second health pool – Death Shroud. Beasties got the better of you? Hop in Death Shroud and start again with full “health”. Can be played at long-range, mid-range, melee range (with actual melee weapons this time), and can hit very hard (depending on the build, of course). Not too popular in dungeons, but you can get around that by simply creating your own group. Fun in PvP. Also very noob-friendly.
Mesmer is squishy as hell and needs a lot of patience until level 30 when you start getting traits. Again, long-range, mid-range and melee available. Fun class, good for PvP (and annoying as hell when you’re in the other team), but decidedly not noob-friendly.
