Few questions with buying outfits. Are they account bound or soul bound? Do I need to get the toon to 80 before I use the new outfit?

You may buy and use an outfit at any level. The outfits are account bound, meaning every character can use them

There is a panel for outfits on your hero panel. An outfit you buy then select from the outfit panel will go into a slot above your character picture. From there it can be toggled on and off and dyed using whatever dyes you have unlocked. It’s available to all your characters.
