Hello!
The answer to this question is pretty obvious but I want to make sure that there is no loophole.
When I just started playing I had no idea that I can use TP to get money, so how you can understand from that – I didn’t know alot of things. GW2 is my first game that actually interested me. I didn’t play nothing else but GW2 so it was difficult to know even a little at very start.
I deleted a lot of important items in the past that are hard to get again, and I’m terribly sorry for that. And only just now I know enough to not make such silly mistakes again.
Is there or will there ever be a garbage basket in the game?
When I think about it, I start to get very upset so any comforting is very welcome :D

yes and no,
anet can restore deleted or merchantyled items, but only to an extent.
The service is mostly for people who accidentally deleted or sold something of high value. If it’s been more than two weeks, or the value of low remark, they might not consider rolling back accidental deletions or sellings. Also note that items lost by the trading post can NEVER be recovered because it involved another player.
So, yes, there is a garbage bin they can recover items from, but no, the more items, the longer you wait, or the less value of said items the less likely they are willing to restore them. But it’s always worth a try and see to what extend they can help you.
You’ll have to contact support to get a definite answer to your question about getting deleted items back. Whether support can get something back depends on if they have the tools to do so (items that are achievement rewards may not be within their ability to put back due to lack of support tools) and if they can see that you ever had it as well as other considerations.
