Can i run on ultra with this setup?
I mean you’ll be running about as well as anyone can be, assuming OC’ed CPU and OC’ed RAM.
In player-congested areas, you’ll always have poor frames. It has nothing to do with hardware and is entirely due to the way the game engine is written. You’d need processors hundreds of times faster than the existing top-of-the-line to get any really major gains.
So if you want 60+ frames all the time with no stutter, no. Nothing will get you there, and playing on lower settings won’t do much for you, either.

If i compare it to my setup i would say you would mostly have a smooth game experience.. i have a GTX680 which i believe is slightly worst than the RX 480, and i usually have great fps, though as mentioned here above i do get massive frame drops on crowded areas and mild frame drops on major areas, i.e Lion’s Arch and Heart Of The Mists.
In HoT areas though i get lower fps. Guess they’re much more graphicly demanding…
Well i don’t bother myself so much with constantly sitting on 60 fps, on cities and crowded places i definately don’t expect to go anywhere above 20 fps, but i mean overal gameplay, when i’m out exploring or leveling, i just want a chill gameplay without lagg or frame issues, (Which isn’t really what i got now, i play with almost no lagg at all and my setup before is much worse, or it is supposed to be) My main goal is to maintain just full ultra graphics settings with no lagg, or slight lagg during crowded events or cities.
I play with everything maxed out on a 5 year old system.
i5 2500k, 8gb RAM and an AMD Radeon 6970. Only places I get poor frames tends to be big crowds and HoT. Exploring the core maps without loads of players is smooth.
