For example, say I have a staff that has a weapon strength of 244-275 and then I have two daggers that have a weapon strength of 204-217. Which is stronger, the two daggers or the single staff?

I think the weapon strength only applies to the weapon skills that are tied to it. For example: the weapon strength of your main-hand dagger would influence the damage of skills 1, 2 and 3, while your off-hand dagger would boost skills 4 and 5.
