Can't add an upgrade to my back
From what I gather, engineers can get a tool bag that goes in the back slot at character creation. After that, our characters can only get back slot items from a mid to high level quest.
Some one will have to clear that up as though the former statement is true, I really cannot make the latter statement with any conviction.

He means the actual upgrade that goes into the armour.

Not sure honestly here either, I know my back piece has one of the exquisite jewels like go in regular jewelry when crafting them.

You have to make sure that the levels are compatible, only thing i can think of. If an armor piece has no level on it, the game assumes level 1 so you have to use the most basic jeweling.
