Can you transmute a transmute?

Right now, it does work. Say you buy a heavy vigil chest on character A, you can log onto A and transmute the looks of the vigil chest to any unbound heavy chest armor you like, put it into the bank, and then B will be able to take it out and wear it. You will then also be able to keep transmuting said skin onto other chest items for B.
Bear in mind though, that this is probably unintended behavior, even though it does only slightly circumvent an obsolete barrier, there is no guarantee it won’t get “fixed” some time in the future.
I don’t think you can trade em. Don’t they say “soulbound”?
I believe u can still transmute 1 factions gear to a white, low level item, put that item in your bank, switch characters & then transmute that white item to the gear you want.
The new transmuted white item from the 1st transmute will say “Soulbound” but it actually acts like its “Account Bound”.
This is all based from previous posts I have seen on the forums on this subject of “Wanting a different faction item then yours”
I have not done this myself since I havent lvl’d an alt high enough to do it myself.

If you want to do it the way I did it, yes.
I ran up my third character to the point where she could join the Vigil. I gave her money and she went and bought the Vigil legs. I bought the cheapest medium legs (white) from a standard armor vendor with the lowest level character I could. My guardian used a ‘Fine’ transmutation stone (since those legs are 80) to move the look onto the white armor, keeping the stats of the white armor (and thank god you can transmute things your class couldn’t ordinarily use).
Even though the stones warn ‘soulbound’, they are in fact account bound. Drop it in the bank. Ranger comes in, picks up the white piece that looks like the Vigil legs now. Uses a ‘Basic’ transmutation stone to apply the look to her 60th level legs.
And now I have a Whisper top/Vigil leg outfit. 
She’ll have to use basics any time she upgrades those two pieces, until she gets to 80, at which point she’ll need to use a Fine for the final application (assuming I still like those pieces when she gets there). And if I step through a set of Yellow first before Exotic, that’d be 4 stones (2 to apply to the yellow; another 2 later when I build my Exotics). So I’ll probably start planning ahead before I get there, and hopefully with my main farming for her, I can get her crafting up to 400 so I can make them before I get there, and be able to jump right into at least those 2 pieces of exotics (which is where I stop).
That path worked for me on the double transmutation. It wasn’t until after I had bought the legs that I realized I’d never tried to transmute something I could use on a character. Thank god that worked. I would have been out 1.8, which isn’t a lot to some people, but a lot to me.

No, sorry. I think what they meant was that their guardian was the one who had access to the vigil vendor. A guardian could buy light or medium armour for transmutation but couldn’t equip it.

Sorry about that, I wasn’t clear.
I bought Vigil ‘leather’ legs and applied them to a low level white ‘leather’ legs, but it was done by my Guardian. My big fear was that someone who couldn’t ‘wear’ the leather could not transmute it. Turns out you can. I didn’t mean to imply you could go from one type to another.
I ‘bought’ Vigil leather legs that my Guardian couldn’t use, and was able to transmute them to another pair of pants I couldn’t use, and bank it as ‘account bound’.
