Changing Home World
You can’t switch from EU to NA for free.
To do it for free you have to delete your characters. And yes you have to transfer to another server. Also, if you have influence built up in your guild you will lose it as it won’t transfer with you

Transferring
The transfer fee is only charged if you have characters on your account; in other words, if your account has no characters or you delete all existing characters first, you will be prompted to select a new home world after creating a new character, free of charge.
To transfer to a different world, go to the character selection screen (using F12 or when you first logon) and select the desired world; you will be logged out while the game makes these changes, which might take 5-30 minutes. You can transfer once every seven days at a cost determined by the destination server population and whether or not you have characters.
If you have characters the fees are:
Medium: 500
High: 1000
Very High: 1800
(The wiki does not say that there are any other restrictions, such as being unable to move from an EU server to an NA server, or vice versa).

@Astral Projections, I might be wrong, but I remember reading somewhere that someone tried to move from NA to EU (or vice versa) and couldn’t via the freebie method.

I don’t know specifically either but I’ve read other people saying that they can. So, my information on that is second hand.
Most of my last Guild just went from NA > EU. It cost ’em Gems. Past that, only “free” method I know of is the whole “delete all of yer toons” bit.
