Claiming Black Lion purchased costume items
The reason you can’t find it is because there is no such npc.
When you purchase a costume from the black lion, they show up in your mailbox.
Don’t know where you got the name Khrysten from, there’s only one reference in the game – http://wiki.guildwars2.com/wiki/Khrysten

Oh well. I claimed it on one character by mail, evidently these pieces are character specific and not bound to account. Which really sucks not just a little bit, but lots.

It should be account bound, not character. Additionally, you were looking at a GW1 Wiki, not the GW2 Wiki.
Guildwiki.org is the original wiki (not the official wiki that came later) for Guildwars 1.
Do not use it as a source of information for GW2 unless you are looking into lore.

And yes, we need this feature back. Costume maker and Festival Hat maker from GW1 combined into one NPC which can craft us any town clothing item after unlocking them. I already have 75% of a bank tab filled with town clothes.

Hmmm….. I dont see a way to claim it on any other character, so I just went and bought my other girl what she needed too. I’m used to paying for something and it being available to everyone on my account, given sex differences of course, but that does not seem to be the case here. That seems rather punitive from an economic standpoint.
Its also looking like once I own a few costumes, I will have little room for drops – but oh well. What can ya do…. this probably has a few people facepalming by now, but as a new player I dont know all the ins and outs of this. I am used to having a bunch of costume slots and not having appearances inextricably tied to stats, this is all a rather bumpy road for the new. Because we have no way to find out about it in-game.
You can purchase more bankslots. At least, I presume you don’t have all 8 in use yet.
Also, do you have the biggest bags you can afford? Frankly, I don’t think the 20 slot bag is worth the cost and most my characters don’t even have the 18 slot ones. A 15 slot bag needs a rune that costs 50 silver to make and they are being sold at the Trading Post for 68 silver a piece (at the time I write this).
You can also buy more bag slots if 80-100 storage slots to carry along is not enough. But bag slots are for that one character’s use only, while bank slots can be used by all of your characters.

It’s account bound in that you can deposit the costume into your bank and have another character withdraw and wear it. This is assuming you’ve bought the town clothes and not the armor skins. (Edit: yeah, the pirate outfit can be deposited.)
