I’m aware that the price of both can vary a lot but generally speaking do you think it would work out cheaper to collect all the minis by buying gems with gold and getting the packs or buying them individually from the TP?

If you’re starting out fresh with not one to your name, Mini Packs are generally cheaper.

If you’re looking for a particular Mini, then buying them direct from the Trading Post works out cheaper on average.

Buy them all off the TP. Don’t convert your gold to Gems. For one, the price on gold→Gem conversions is way up. For two, it’s not worth it.

Blue’s are worth about 10 silver atm, with greens at 30 silver. That means you get 50 silver worth of minis per pack at base. If you get a rare mini, you’ve made about 2-3 gold, which can pay for the price of the pack, but only if you get a rare. And that’s, as you might expect, rare.

Buy them all off of the TP. And buy them fast, the prices have been steadily rising for the past month or so and don’t show any signs of stopping.

Also: collecting the whole set is going to be next to impossible. Some of the exotics are worth over 100 gold by this point.

Solution; buy 1 good mini and use it all the time. Mini Chromatic ooze is the absolute best. Screw anyone who says otherwise.
