I know the old process was talk to the Black Lion Weapon Master to get the dialogue to get it changed.

But now… there is no such dialogue, so how does one change their soulbound stuff to account bound?

Been very difficult to get a more recent answer to this.

That should still be all you have to do. Go talk to the Black Lion Weapons Specialist, while you have the tools in your inventory (not equipped), and they should convert it for you. Make sure you’re talking to the NPC with the sword and coin over its head; talking to the TP npc won’t bring up the right dialogue option.

Ahhh that is probably where I went wrong, I used the group of Weapon Specialists :P
