I have characters with lilac hair and now a newly created character with light blue hair but darned if I can tell Also, the difference between what the hero screen shows as her outfit and what it is in the world is vastly different. Is this a settings issue or graphics card issue or am I expecting too much?

Sometimes your dyes won’t show up for a short period of time. Also, lighting can have a dramatic effect on how you look.

lighting is very important in GW2. Want pink hair? go to the dragonbrand… your hair will be pinkified.

They do have day/night options when creating a character, to help show how lighting will effect your character… but there are many different types of lighting throughout Tyria that will make you look like you never expected to look.

Its because your character is standing in the sun. Morning/evening sunlight is golden, so this will of course affect the colours on your character.

I like the realism of the environment.

lighting varies… just like in real life.

I dunno, I’ve taken some outfits in real life into some wide variations of lightings and not seen them go through sucn a big change.
I mean, I"m glad to know it’s not my graphics card, but I’ll be lying if I didn’t say I want the colors to look more along the lines of what I was ecpecting.

Well unfortunately there isn’t anything yo can do about it.

If it bothers you so much, you should probably either wear some form of helmet or reroll. I would re-roll personally – my character’s hair is extremely important and it has to be perfect.

Actually the hair doesn’t bother me really, I’m fine with it looking blonde. I think it’s a better blonde then their platnium which can look too grey. But, the clothes….hoping after I get out of starter outfits, it’ll look better

There are some pretty sweet outfits out there, especially since you’re playing as female+ light armour

you can check some of them out here:
http://www.gw2armor.com

There will be even more combinations you can do, since its possible to transmute lower level armours

Lighting in different areas at different times of day has a huge effect on your textures (i.e. hair, skin, clothes). The Human and Charr areas for example have more yellow tinted lighting. Take your character to one of the snowy Norn areas and she’ll look very different. Nothing you can do about that.

However, not all armours behave the same way under the same light when dyed. Chances are you will find armour pieces along the way that look more like you want to them under all lighting conditions.
