Guild Wars 2

Anyone any idea what this is? I randomly saw it in heart of the mists, then saw him running around wayferer foothills only to find its a player with the blue thing over his head, when i left click it on the map i get a “Join squad” button but it does nothing.
The guy must have freaked out when he realised i was following right behind him for a few minutes haha

Yes, the Commander Tome is mainly for WvW although it also works in regular world. It makes a character show on screen so that people can follow him. Ah, also, it costs 100 gold.
