Commander tag, transfer, guild bank

1. I didn’t care about reading all patch info and I bought second commander tag because I didn’t know that it will be for all characters, is there a chance for a refund?
2. Will be there a free transfer like at the first WvW tournament?
3. Now if I’m a guild leader and I’m gonna transfer to another world I will keep my guild bank and access to it?

If you bought a second tag after the patch you could try asking, if you bought it before the patch I’m afraid you are out of luck. You still saved 100g vs the new price, if that is any consolation.

No idea about 2 and 3 should be true.
