Im very new to game making my first character new. does any of the things when creating a character matter? like the college, and the other stuff you have to choose?

It affects how your personal story starts. Later on, you will choose one of three factions to join, which (to me, at least) mostly just effects (in addition to the middle of your personal story) what sort of specialty armor you can buy (which at the end of the day, becomes mostly a cosmetic decision, but if you only plan on running one character, something you might want to research).

Your story is like an upside down tree. We all eventually meet up about half way through the story and our stories are the same at that point. In the beginning, you have two (or maybe 3) episodes that are a direct reflection of some of the choices you make when creating your character.

Probably not a very good description, but hopefully my terrible answer will prompt someone to come out and trump me with a better answer, which is what you really want.

another question if I want to delete character can I reuse the name?

Yes, any name you have used personally will be available to you in the next 24 hours after you deleted the character.
