Does anyone know if the condition duration cap of 100% still applies if you have over 100% and your opponent runs -condition duration stats.

So does having 140% condition duration hit someone with -40% condition duration for 100% or 60% duration basically?

Here is a video from a year ago where a necro with +120% bleed condition duration tests against a warrior with -60% condition duration and they end up with +60% bleed duration.

So the excess +condition duration still works to cancel out -condition duration.

Might have changed though.
