It’s something to do with a server buffer limitation, not a design choice.
I’m sure someone can elaborate more on that.

Yeah, the server would need to calculate the cond damage “instanced” for each player on each target, that would consume a lot processing, so to work around that the developers limited the condition stack globally, they really wanted to be per player but they just don’t have the resources for that.
